Abstract: This keynote presentation was given to a conference hosted by Southampton University and sponsored by the Society for Education studies. In the presentation I explored legislative and other top down policy initiatives designed to progress race in higher education. These measures at best only had a temporary impact. What is most remarkable is the lack of significant change in outcomes over the period in question.
