Abstract:
The presentation draws upon research on one university conducted over the last decade. The research found considerable reluctance by the university to identify race equality as a priority and take appropriate action. External pressure to prioritise equality and diversity diminished over this period with the result that race equality has now fallen off the policy agenda. While much of this analysis is consistent with theories that identify institutional racism as a faeture of universities, the presentation argues that this does not take sufficient account of fundamental cultural differences between different public sector organisations.
