Abstract:	This paper argues that spatial policy and the economics of delivery are connected. A geography of new development cannot be properly planned without a clear understanding of what mechanisms are needed to deliver it. In the past, this connection has not been clearly made, with elaborate plans drawn up and subjected to extension public consultation without a worked plan for delivery.
