Abstract: | This response to the Lyons Review Call for Evidence is based upon the findings of a current ESRC funded research project conducted by the Open University and the University of Northampton into housing growth in Milton Keynes and Northamptonshire 2003-2013. The study area is a housing Growth Area where 150,000 new houses were intended to be built from 2001-2021. Most of the delivery was to be by the private sector - i.e. the volume house builders – and substantial strategic and local plans were drawn up that identified large areas of land for new housing, many of them in “sustainable urban extensions” in and around towns in the study area. Progress on the ground by the volume builders has, however, been very slow (even before the recession) and there is strong evidence of structural barriers to delivery. This response to the Review covers two areas: structural barriers to housebuilding, and suggested solutions. |
